In this document, you will find all the evaluation criteria that must be met by any SME who applies for an innovation voucher. The document outlines evaluation criteria for all the voucher types, as well as the way the criteria can reflect on the evaluation of your application.

According to EU rules, SMEs are defined as:
|Company category||Staff headcount||Turnover or Balance sheet total|
|Medium-sized||< 250||≤ € 50 m||≤ € 43 m|
|Small||< 50||≤ € 10 m||≤ € 10 m|
|Micro||< 10||≤ € 2 m||≤ € 2 m|
NB! A firm that is part of a larger group may need to include staff headcount and turnover/balance sheet data from that group too.

Sub-Grant Agreement for Provision of Financial Resources from INCluSilver Innovation Voucher Scheme to Third Party
The Sub-Grants Agreement allows the INCluSilver Innovation Voucher Scheme team to give financial resources to a third party, i.e. the SME applying for vouchers. The Sub-Grant Agreement must be signed by the SME in order to receive financial aid in the form of the innovation vouchers.
The funds received by the Sub-Grantee are owned by the European Commission. The Contractor is merely the holder and manager of the funds.

You must submit the Progress Report no later than the given deadline stipulated in the Sub-Grant Agreement. During the project preparation phase, you must plan at least 1 milestone and the Progress Report is connected to that. In case of the 2IV voucher, only the Progress Report is not compulsory.
When submitting the Progress Report, you must also fill out and submit the Material for Dissemination template.
You must submit the Final Report no later than the given deadline stipulated in the Sub-Grant Agreement. The Final Report must be submitted after completing the project. In case of the 2IV voucher, submitting the Final Report is compulsory.
